You might experience this issue sometimes, after installing or uninstalling some programs and applications. The major reasons behind this issue is unknown.
Anyway I've a found a simple solution to solve this from Microsoft Community. Thanks for the buddy who posted it there..!
Step 1
Click and Hold the Left Mouse Button in Windows Explorer and press Esc key. That's all! Click and Drag will be re-enabled wonderfully.
